new newt problem.. help?

    i got some newts yesterday and they never seem to be in the water!! they are always hanging onto a rock with only the tip of their tail in the water!! why?!?! the tank stays at about 75 degrees with out a heater or anything.. i hear that this is too high from some and i also hear it is too low, what should i keep the temp at? if infact it is lower how can i keep the temp low? also how much water should i have in the tank?

    A chiller would keep the water cold. A lot of saltwater tanks have to use them. I know they are expensive though.
