Will a Tail fin that has been injured heal?

My fancy goldfish injured his tail fin- not torn or rotted. I think it is the muscle. He is only using his side pectoral fins to move around. Will this heal or be permanently damaged?

Is there any visible damage? Or is he just not using it?

I had it in a 10 gallon tank with a 3 comets- I now isolated him in a 2.5 gallon until he hopefully recovers.

well this has nothing to do with the fin healing but goldfish need large aquariums 30 gallon + to help the the healing i would put some melafix in the water
