My dog did not have to wear a cone when he was neutured, but he was done through a charity (Angels of Assissi),so maybe that is extra money they don't have? He was also an only dog, and he is a boy (I don't know what you have).

I would say it is better to err on the side of caution.

The Elizabethian collar or cone is only usually used if there is a chance the dog will chew out the stitches, My dogs never wore one.
As for the walking they are not supposed to go for long walks until the stitches are out, 5-10mins sounds to be right, Also have to stop them from jumping around or jumping onto furniture or going upstairs as that can put a strain on the stitches.

Each dog and vet is different.

    Hope this has helped

You'll only need one if he/she is licking and chewing at the stictches or incision area. Just keep a close eye and make sure they arent' doing it.

Mine needed the collar because he kept licking it and it got infected....

No only if they need it. Thinking about it, don't think any of mine have ever worn cone after s/n. They haven't licked/bothered the area.
