It's really hard to tell much from that picture. Is there white fuzzy stuff on the fin? What are your water parameters?

What size is the tank and what fish (& sizes) are in it?
What are your readings for ammonia, nitrIte, and nitrAte?
What medications have you tried so far?

If your tank is overstocked then chances are your water quality isn't good. And if your water quality isn't good chances are injuries won't heal even if you are adding meds.

Are you sure you're doing that nitrAte test correctly? 2 oscars is really too much for a 55 gallon tank so you should be having some major problems with nitrAtes.

You could try treating it with Maracyn.
