I am buying some tetra fish or fire bellied toads and am wondering, do they need some sort of filter to keep the water fresh?

I don't know a while lot about fire bellied toads, but I do know they are not aquatic.

And yes, with neons you will need a filter.

as far as the fire bellied toads they are not aquatic. they require a tank set up of some sort of moss bedding or dirt that someone at ur local pet store could recommend to u. and then then they will need a water bowl for them to get into to "cool off" as i call it... and they require their tank to be around 80 degrese. and they feed on crickets (thats mine fav food anyways) also have plants in the tank either fake or alive(i prefer fake ones) and mist the plants at least 3x a day w/ a water bottle since the frogs w/ lick the water off the leaves and side of the tank. they do not drink directly from the water dish.
