Cat Claws--Some hind claws have a dark film on them

One of our cats has a dark film on his some of his hind claws, close to the skin, not on the tip.

When I scrap it with my fingernail, it is a bit oily. Does anyone know why this can be present on some of the claws?

Does he go outdoors? Could he have stepped in something that got on his claws? Do his nail beds look infected or irritated at all?

Thanks for your reply. This is an indoor cat and we see no sign of infection on the nail beds.
