Emergency Legislation because of recent fatal attack?

Someone at work told me there is some emergency BSL being put in place here in California because of that recent Rotwieller attack.

Is this what your thinking of, it didnt go through for the most part, the BSL but there was more to it than that. (its SB 861...theres info if you put it into google and do a search)

Nope. He seems to think something was set in motion last night to allow local entities the right to ban a specific breed emmediatly. I think he saw something about SB 861 and mistook it for emmediate.

 

I thought the SB 861 was dead but then I
I saw a clip on my news this morning, I only caught part of it, but iit did say that it now gives local angenices control and decid how they handle it. so I am confused.
