Im nto sure about the 2 puffers but the peacock eel is a definate bad idea, they grow 10" + and eat other tank mates. They must be kept with crabs, crayfish and other odballs like that. Definelty wouldnt work in a 5g,

5 gallons is really a tiny tank. The dwarf puffers should be okay in terms of bioload and size since they only get 1". But they can be aggressive so you may want to consider just 3 puffers (to help distribute the aggression) and no other fish.

I would highly recomend for anything besides a lone puffer, 20 gal or more, the dwarf puffer would do much better in a 10gal tank too, the five you could use for something else like mollies/guppies/tetras/barbs... remember the golden rule with community fish 1 adult fish inch per gallon of water... compensate for growth!
