Lip locking could be a sign of aggression. Maybe they're trying to see who the most dominent one is.

Lip-locking in gouramies is a common event, it is often found in two males fighting over a female or territory. The fights usually are harmless but once in awhile a death can be common if the fights become overly agressive.
