male dogs get along

I have a male beagle puppy who is 8 months old. We have had him since he was 3 wks. old. We were offered another male beagle who is 2 yrs.old. Since Baxter came to live with us Phantom does not leave him alone. He constantly barks at him when baxter is lying down. Won't settle down. What do I do?

 

Baxter is the 2 yr old?
So the pup wont leave Baxter alone?
Is there any agression going on ? Is the pup just barking to get attention from Baxter, is he trying to get him to play?
You'll come into problems generally when you have 2 dominant males (or 2 dominant females or even a dominant male and dominant female).
If Baxter is not dominat then it may be that the pup is just letting Baxter know 'this is his terroritory' and he's in charge, he's a little on the young side but it is possiible.
How long have you had the 2 year old?

The fact that you have the pup since he was 3 weeks old could mean that he has no real canine social skills, has the pup been around other dogs much? apart from maybe just meeting them briefly outside.
