Need some legal info help

I am looking to see if there are any laws regarding teasing or tormenting dogs in an enclosure, or teasing dogs behind a fenced in area. I already found law stating that a dog will not be held liable as a viscious dog after an attack if this was done while being teased, or teased, here.
