Puppy Mill Laws In UK

Im in the process of researching laws in other countries that are trying to ban irresponsible breeding of dogs, Im in Germany and although I have been told about some of the laws regarding puppy mills and back yard breeders Im having a problem finding them and translating them (the internet does a direct translation on most of the sites but that can sometimes either be confusing or make no sense at all). However I did find this information of a law that was passed in UK in 1999 , its not perfect and does depend on if complaints are followed up so I think it still has a ways to go but at least its a start.
