I've got this tiger oscar and at the tip of the tail fin is getting a white edge. Is this Ick?

Are the edges of his fins ragged?

It is normal for oscars to have orange or white along the edges of their fins, but sometimes fin rot will look like white on the edge of the fin as well.

Here's a tiger/red with normal white coloring on the edges and behind him is a lutino with normal orange coloration.
