getting ubda papers on my puppys

I just bought my puppy a few weeks ago and the guy i bought him form said that the mom and dad were ubda registerd and he was sending in the stuff to get the papers on the puppies but he said something that was odd to me he said that he had to have the proof of the shots before he was able to send in the info to get the papers. That was no problem i took my pup straight to the vet and got his 1st shots and brought him the paperwprk that came along with getting the shots done. my question is did he actually need the info on the shots or was he just trying to con me. either way i dont care i only paid 50$ dollars for him and i know that he is full blooded because i saw the mom and dad durring the making of the puppys. i was just curious so if ne1 out there has any info to share than go for it.
